Fred Barnes Mayor, 1913 - 1914; 1919 - 1922
Barnes came to the Okanagan in 1883, to Enderby in 1806. In 1904 he was appointed Justice of the Peace in 1904 by Sir Richard McBrice. He was on the second City Council of Enderby and the first of Vernon. Barnes was mayor of Enderby from 1913-1914 and 1919-1921, and later wason the council again. In World War I Barnes was involved in the training of young man to go into war. On October 17, 1906 Barnes turned in a resignation from council; he wanted to resign so he could oversee the installation of the water system. Barnes was a contractor and builder; he built the second bridge crossing the Spallumcheen River. He was made "Freeman of the City", by Enderby City Council.
